Wyre Council received a grant of £30,000 from the Lancashire Environmental Fund earlier this year to encourage greater use of the space by the local community and visitors to the area. Work is scheduled to commence on Monday 25 June and it is anticipated that construction of this first phase will be completed by late summer. This phase of work will include construction of the first section of the trail alongside Royles Brook, which includes areas for play and gym equipment, seating and planting. The path will run from the footbridge and connect the paths off Fleetwood Road North. We are now busy working on funding bids for further drainage work, improvement of the brook and to extend the trail. BLACKPOOL COUNCIL GRANTED WATER SELF-SUPPLY LICENCE Blackpool Council has become the first public sector organisation to be granted a self-supply licence to manage and monitor its own water usage to achieve greater cost savings and efficiencies. The licence was awarded following a successful application to the Water Services Regulation Authority (Ofwat). It will enable Blackpool Council to buy water supply and wastewater services directly from United Utilities for its buildings and associated premises, but the council will take over managing its own retail services such as meter reading, administration and billing for over 120 sites across the borough. Sites will range from council offices, libraries and sports centres to the Sandcastle Waterpark and Winter Gardens. It is estimated that the innovative move will achieve cost savings of up to £194,000 over three years. In the first year alone,anticipated savings are in the region of £50,000, with the potential for further savings through additional cost and consumption efficiency projects. Cllr Fred Jackson, Cabinet Member Responsible for the Environment, said: “This is an exciting initiative and we are looking forward to the opportunities that a selfsupply licence offers us in managing our water usage responsibly, efficiently and cost-effectively. “We are the first public sector organisation to apply for and secure this licence. There are many benefits such as reducing administration costs and cutting out the margin that goes to others in the supply chain. We will pay the price that retailers pay to the water company which will deliver significant savings. “The licence also gives us a voice as it offers certain rights such as voting rights with organisations and companies such asOfwat and United Utilities which can help influence the future development of the water market.” To support the application, Blackpool Council has entered into a partnership agreement with self-supply specialists, Waterscan. Waterscan will take on retail functions, help deliver cost savings and efficiencies direct with the wholesaler, provide effective water consumption management and ensure compliance with relevant regulatory codes. The company’s Managing Director, Neil Pendle, said: “We congratulate Blackpool Council on being the first public sector organisation to take a proactive approach to optimising efficiency in the open water market through its self-supply. BLACKPOOL COUNCIL AND LANCASHIRE POLICE CHAMPION NEW PARTNERSHIP A new way of working together to tackle policing and anti-social behaviour issues has been agreed by Blackpool Council and Lancashire Police. The partnership will see the frontline services of both organisations work even closer together operationally to achieve common goals. The new ‘joined up’ approach will allow for more co-ordinated and effective ways to deal with a wide range of issues such as environmental crime, housing enforcement, street drinking and begging. The council’s community safety team, along with a range of other services, including public protection, security, civil enforcement, parks and cleansing services will become part of a wider, more inclusive, multi-disciplinary team working alongside and with the police, special constabulary and local policing teams. Key elements of the new working practices will include the council being integrated more fully into the Police Tactical Tasking Group, joint planning of activities and campaigns, as well as combined training provision. In addition, there are plans to co-locate key departments from both organisations in the Municipal Building to support this process. Cllr Gillian Campbell, Blackpool Council Deputy Leader, said: “We already work very closely with the police at many levels. However, demands on the resources of both organisations continue to be extremely challenging. “We have looked at many areas that provide opportunities for a more co-ordinated approach to deliver more robust and effective protection services at ground level to both residents and visitors. “By adopting a ‘Team Blackpool’ approach which might also involve other private, public and voluntary partners we can create a more flexible service delivery to build safer communities.” Chief Inspector Lee Wilson, said:“I welcome this initiative with Blackpool Council, this builds on existing good joint working and links but will allow us to pool our resources and tackle problems in an even more coordinated and joined up way than we do currently. “The Team Blackpool approach will focus on the issues across the borough as they arise and we will be able to look across the full range of departments available and ensure the right elements are matched to the problem.There will of course be challenges to overcome, as with any new process, but jointly ‘owning’ responsibility for problem solving is in my view the way to go.” An operational steering group will be established as part of the new working partnership initiative. This will consist of the Lancashire Police Chief Inspector, Blackpool Council’s Director of Community and Environmental Services and its Head of Public Protection.A representative from Blackpool’s BID (Business Improvement District) will also join the group. Say you’ve seen it in The Property Scene June 28th 2018 The Property Scene: 01253 392 064 9 TYPES OF BUYERS AND DEALING WITH OFFERS Getting the best price is the primary objective for most sellers, but there are other important factors to consider, including your buyer’s position.We take a look at the different types of buyers and how to deal with offers. Different types of buyers There are generally three different types of buyer: Those using borrowed money, generally a mortgage Those funding with cash from the sale of their home Those buying outright using cash In an ideal world, you should be looking for a buyer capable of proceeding immediately, having either no dependent sale or a sale agreed with a complete chain and the required funds available. Buyers who haven’t sold yet Buyers who need to sell their property first are not necessarily in a great position to proceed. You should think carefully before accepting their offer, especially if they’re struggling to sell their home.If you do decide to accept their offer, you may need to give them more time to sell their home before you can exchange contracts. After all, it could take them much longer to find a buyer than they had expected and they may not get the price they need to be able to buy your property at the price they’ve agreed with you.They could also end up being part of a long or weak chain. Cash buyers Cash buyers are a more attractive proposition, although you may find you end up accepting a lower offer in exchange for the greater security and flexibility you’ll get. It’s important to get confirmation of the funding situation from a professional acting for your buyer, such as their accountant, solicitor or bank, before accepting any offer. Renters If your buyer is in rented accommodation, you can’t just assume they’ll wait endlessly. They could have a fixed term tenancy which cannot be extended, even if it can be extended, it may be for a minimum three or six month period, which could make your buyer reluctant to complete quickly. Chain Anyone with a sale that depends on others selling their own property will have a chain. It may only be a chain of one, i.e. their buyer, or it could be a chain of ten. Usually the longer the chain, the greater the risk, but the selling position of those within the chain is also key.A chain of six, where each party has solicitors well advanced with searches and contracts, surveys carried out, half of them already in receipt of their mortgage offers (but with plenty of time until they expire) can be a much lower risk than a chain of three where no-one has had a survey carried out and each party has incurred little financial cost. When does an offer become legal? The point where both parties become ‘safe’ is when you exchange contracts. This is when both parties are legally bound to honour the agreement, the terms are fixed and each party knows where they stand. Finally, avoid putting any direct agreements with your buyer in writing until you have taken legal advice. If you make an agreement verbally, it’s worth mentioning that it is subject to the contract. This will put your solicitor/conveyancer in charge of checking and drafting the wording. Getting to exchange as quickly as possible with little deviation from the agreed terms is the goal here. There are a number of factors for you to consider to help prevent things from going wrong: If you need a mortgage, get started with your application as soon as your offer to buy your new home is accepted Make sure your solicitor/conveyancer starts working promptly on the draft contract and searches Check all parties are in communication and responding to requests within the agreed timescales Complete and return the paperwork sent to you as quickly as possible What is the timescale? The timescale can be very hard to predict, especially if you’re looking to link your sale with your purchase, but haven’t yet found a property you want to buy. Even if you have found somewhere, if the upper chain is not yet complete it’s very difficult to be specific about dates. You should seek commitment from your buyer and know when they’ve instructed their solicitors, applied for their mortgage and having their survey carried out. The quicker your timescale for exchanging contracts, the more you’ll keep your buyer on-board. If they’re going to walk away or try and renegotiate with you having seen their survey, it is better for you that this happens sooner rather than later, so you can get your property back on the market. It’s also worth noting that some buyers seek to renegotiate offers for genuine reasons, while others think it acceptable to try to haggle for reasons which are not valid. Although, the more motivated your buyer is, the more likely they are to be flexible in their negotiations. If they are actively negotiating spending money on buying your property, they’re less likely to be thinking about making an offer for someone else’s. If your purchaser delays things, then the owner of the property you are going on to buy may also doubt your commitment. It’s important that the sale is not allowed to drift. If it does there is a much greater risk it will not happen at all.
